After the successful launch of HIP-3, deployers will be able to launch a Perp DEX on HyperCore permissionlessly by staking 500,000 HYPE. HIP-3 will integrate with HyperEVM for smart contracts and governance, and will include security measures such as validator slashing and a cap on open interest.
