This statement represents a shift from the agency’s previous stance — the U.S. Treasury Department had previously classified international cryptocurrency mixing services as money laundering hubs in 2023 and sanctioned Tornado Cash in 2022.

The report stated: “Legitimate users of digital assets may use mixer services to achieve financial privacy protection when transacting on public blockchains.” The document also added that individuals may use such tools to safeguard the privacy of sensitive data such as personal financial information, business payments, or charitable donations.
