Star’s Response to CZ: Equating DEX and CEX is not transparency, but an attempt to avoid responsibility

BlockBeats News, February 10th, OKX Star responded to CZ, stating, “At first glance, this statement seems to make sense, but in reality, it is a flawed analogy. DEX and CEX fundamentally play completely different roles. Open, permissionless access belongs to DEX; whereas responsibility, standards, and accountability belong to CEX.”

DEX is a pure self-custodial tool. The service provider is not an intermediary and does not control user funds. Users interacting with DEX should or should already understand that they are merely using a tool and are responsible for their own actions. As US SEC Chairman Paul Atkins said: “The right to self-custody personal property is one of America’s foundational values and should not disappear when logging on to the internet.”

In contrast, CEX custodies user funds, somewhat similar to a bank. Therefore, they need to assume explicit obligations, including anti-money laundering, sanctions compliance, anti-fraud, and consumer protection. CEX is not a neutral “pipeline” but operates in intermediary trust and operational responsibility, thus having an obligation to protect users rather than simply listing all existing assets. Equating DEX with CEX is not openness but an attempt to evade responsibility. This fundamental distinction also reflects the longstanding differences in values between OKX and Binance.”

Previously, CZ responded on Platform X to “Cryptocurrency exchanges should stop continuously listing garbage Meme coins, making the industry look more formal,” stating, “It is good for DEX to list all tokens, while it is considered bad for CEX to list all tokens. Exchanges should provide access to all assets. The reason why some tokens that some users like are not listed is that every exchange has its own listing review framework (and these standards may also change over time).”
